The Computing Community Consortium has recently released a very nice white paper titled "Accelerating Science: A Computing Research Agenda" which looks at a research agenda for computer and information scientists aimed at enhancing scientific discovery through advanced tools.  The paper raises some very important issues about the shape and structure of the future scholarly record, and about the importance of computational access to this record.
