Title: Navigating the Future of Research Security: Insights from the NSF SECURE Center

Abstract:
The Safeguarding the Entire Community of the U.S. Research Ecosystem (SECURE) Center is part of a five-year, $67 million NSF investment in bolstering national research security. Authorized in the CHIPS and Science Act of 2022, SECURE represents a critical effort to empower the research community to address key vulnerabilities within the research enterprise. As research institutions implement research security programs (required of institutions with $50 million or more in annual Federal research funding), SECURE is dedicated to enhancing the community’s “security-based decision making” and bringing them together to identify and develop solutions that protect the value produced by their research. These research security programs are required to include a cybersecurity component that follows “basic safeguarding protocols and procedures” listed in National Security Presidential Memorandum 33 (NSPM-33).
In this session, the NSF SECURE team will present an overview of the initiative’s mission and objectives, including its role in supporting compliance with NSPM-33 and the White House Office of Science and Technology Policy's 2024 research security guidelines. These guidelines include the requirement for institutions to implement a cybersecurity program within one year of the final publication of NIST's IR 8481: Cybersecurity for Research.
The Federal investment in SECURE is an investment in the research community, many of whom are represented by organizations like EDUCAUSE. Attendees will gain valuable insights into SECURE’s early-stage efforts to engage stakeholders and identify flexible, scalable solutions for meeting research security requirements. This session will be tailored to the EDUCAUSE Research Computing and Data (RCD) community, highlighting how SECURE’s work intersects with institutional IT and research missions.
